From the box back:
18 years after the events in Tales of Destiny, this is the fateful story of Stan's and Lutie's son Kyle.
Tales of Destiny 2 is a direct sequel to the events in the PSX game Tales of Destiny. It was never released in the West, but is easily confused with Tales of Eternia (PSX) which was called Tales of Destiny II in the West (because of the Mattel license of the name Eternia). In fact, Destiny 2 is the fourth game in the Tales of series, Eternia being the third.
The package says a 1-player game, but it acknowledges a multi-tap use, which implies that the game, like the earlier games in the series, allows for cooperative play in the battle scenes.
The character design is done by Mutsumi Inomata, like in Destiny and Eternia.
The game was ported to the PPS in 2006.
