Program Techniques was set up by Graeme Devine and a school-friend in 1985. They produced one original game Xcel, and Devine converted Ballblazer to the ZX Spectrum, a job that he had started while working for Atari and Activision.
Unfortunately family of the school-friend took money out of the company, and the school-friend himself became addicted to drugs resulting in the closure of the company.
Devine went on to set up another company, IC&D.
